Definitely a fuel tanker... the delivery hose reel mounted behind the cab ... an FL10 or FL12 Volvo.

161112Sa Melbourne Herald Sun & Age, Woolshed Pub fire (Victoria Harbour, Docklands, Melbourne, Vic.)

The firefighting boat is only a year old, and is one of (three?) bought because existing onwater fighting capablility was inadequate.
