This happens in Israel also, what's known as sudden flood of mostly dry creeks. It rains in another place so you have no prior warning until you see a 3 meters wall of water coming at you. The driver of the milk tanker below was lucky: the tanker trailer was empty so the whole combo remained afloat until he was rescued.

IDF tanks transporter loses brakes somewhere in the Galilee, Israel. Driver walked away from this I believe. The Volvo is probably no more for this world...
