Thats a large building site behind the "A" shaped building middle right of frame. Seems to be cove or by of water imediately in from the inlet and the river thn runs to the right passed those high rise buildings.

It just has to be Tweed Heads. That river shape and backwater match.
Tree growth and redevelopment make getting a Google Earth match today tricky, but I have been able to get to that angle-roof white church top right, and glimpses of the hospital very top right.
