Where and why ?

Sure looks like an agricultural sprayer being put to another use, like spraying for bugs/mosquitoes in some South East Asian country.

Most of Asia drives on the right. The lettering on the truck, and the distant hotel, is Chinese.
The blowing looks like an artificial snow maker at a ski resort: nobody would be doing that, so I like the mass-spraying conjecture. China under Mao embarked on grand programs like that: mass planting of trees in Beijing to reduce the summer air temperature; people encouraged to swat four flies per day.

I reckon it looks like a dust settling machine. My guess is they are demolishing a building and want to suppress the dust.

an ex-work colleague took a redundancy package from the IT consultancy we worked for, learned Chinese and moved to one of the big industrial cities in China to teach English. His 2 comments where the strange looks he got being a white Anglo in a chinese town and the smog so bad that 15 stories up he couldn't see the high rise next door from his apartment window and they were only a laneway apart!

In short, no. An agricultural mister sprays outwards or in a radial fashion and are designed so that the chemical mist will settle out rather quickly. The dust suppressor machines shoot it straight out and with a lot finer mist so the droplets will float about in the air, collect the dust and then settle out.

I'm sure this machine is an orchard sprayer .
