This is an instrument which was used for removing foreign bodies from eyes.

The blunt end is magnetic for removing peices of metal by simply lifting them of. The loop was used for removing other foreign bodies. The idea is the loop being nearly transparent it wouldn't be seen by the person and they wouldn't move their eye while removing the object.
