I'll take a guess that it is some type of conversion kit to turn a truck into a tractor. There used to be a fella in the Vintage Drivers Club (Ralph Nash) who had a T Model Ford with a tractor conversion fitted to it. Haven't seen it around for some time now.

So what would be the hand lever be controlling? It looks like a height control off a plough etc.

Might be a height control for the plough hitch.

Looking closely this thing would pull JC off the cross - looks to be about 16:1 reduction.
