Which country and year?
It has to be a scout jamboree, and could even have been the Dec.1934-Jan.1935 Frankston Vic. one.
The numberplate becomes the big clue.

It looks like a NSW L (lorry rego) series which were still in use until the yellow AAA plates arrived in the early 1950s.
