It's probably got a wooden steering wheel, I'd say a petrol engine (the shadow shows a lot of bissos on the base of the steering column for throttle and spark advance levers), also an enclosed tail shaft.
Nice rounded ends on the front chassis too, if it was a car I'd say Armstrong Siddley from the wheels.

No its not French or English. When Colin told me it was fairly rare I think its very rare as I googled it and only found two pictures on a sales brochure. The company made cars which are more known but still rare.
