This is hardly a challenge, but I would be only guessing myself.
This was at Kerang (Vic.). Normally such trucks are related to transfer of superphosphate from rail to storage bins, or to farmers' trucks. There were many such battered vehicles around the state, confined to yard working. This one has railway sleepers in the back. Kerang would be a place where sleepers were delivered from mills to wagons to be taken to work sites.

Ford Jailbar Roderick, hell that poor old truck has had a hard life. It's missing most of its jail bars and has some non standard holes cut in the front of the bonnet to aid cooling. I bet the superphosphate has taken its toll on it too-eating away at the old girl.
