Have two more streetscapes, and in full size to aid vehicle recognition.
210210W-MetroTwitter-FlindersSt-1920s.jpg [No older than 1920; no newer than 1925; I go for 1923-25, judging by the car parked under the verandah].
210210W-MetroTwitter-FlindersSt-1952.jpg [I'm voting Austin A40 lhs, Hudson two-tone, Morris Minor rhs, but can't get the yellow taxi].

That add Rasin on the station might narrow your search, I remember reading about the Chaffey brothers and mildura progress there was a sudden /urgent push to sell rains, don't recall the details but it apparently did the trick...... mmmm do we have a Mildura local?....

Harold Clapp became VR chairman of commissioners in 1920. He espoused Victorian rural development in many ways, and the raisin and fresh fruit campaigns were his doing.
He initiated the Reso train: a self-contained hotel on wheels which took city businessmen to different corners of the state: grazing, grain, irrigation, forestry, fishing. They expanded to run interstate, and one in NZ.
Better Farming Train ran to all corners of the state, giving instruction to farmers and their wives. My recently-deceased mother's passion for making jams and preserves came from watching the one and only visit of the train to Condah, early 1920s (I have tracked the date).
Flinders St station had a fresh-fruit juice bar. Purchasers could watch the fruit being squeezed.
The Swanston St cable tram closing for conversion to electric (mid 1920s) marked the other end of the time frame for the photo.

His father, Francis Boardman Clapp, was very much a road -transport magnate (passenger, not freight):

An early 1936 photo from PROV.
Flinders Street Station and the Tourist Bureau on Collins Street, late 1935. Do you know why they had the mourning drapings up? See ow.ly/f2ed50D98gY
- George V died on 20 January 1936. IMHO the most likely candidate for formal official mourning.
The centenary sign reads 1936, but Victoria's centenary was celebrated in 1934.
The tram is no newer than 1931.
The fashions are 1930s.
Summer is Spring at Mt Buffalo is consistent with January 1936.
My interest here is identifying the make & model of the modern car which is turning, and the two early 1930s cars in front of it.
Most of the cars are 1920s.
Another modern 1930s is hidden behind pedestrians rhs.

I note the flag at half mast on Young And Jacksons Princes Bridge Pub,so maybe George t V s demise may have been a factor.

The second 6 wheel equipped sedan looks like a 34 Dodge or maybe Chrysler. The first one could be Graham-Paige. Sloper looks like maybe Pontiac.

Edit: Not Graham Paige as it appears to have wire wheels.

The Centenary sign referred to is for the South Australian Centenary celebrations which were in 1936!

Why would South Australian Centenary be publicised in Victoria? unless it was to try to get passengers on trains to SA?

I have my shoulder to the wheel,
my nose to the grindstone,
I've put my best foot forward,
I've put my back into it,
I'm gritting my teeth,

Now I find I can't do any work in this position!
