Maybe for frozen pies, which can only be stacked three cartons high.

Back in the 90s, a mate had one he used to transport frozen stuff from the freezer plant to the food factory which was fairly close by. The curtains were heavily insulated and bloody heavy to move but even so, on arrival, each pack had a hole drilled and a thermometer inserted to ensure it was still frozen.
He decided on this type in preference to a solid wall pan as the freezer work was spasmodic and he could use this as a normal tautliner on other jobs.

I would be saying it is for either cut flowers or plants of some sort. Don't need to be chilled, just kept cool. As they are a light load and can't be stacked there would be multiple decks.

See their trucks picking up cartons from Ferntree Gully. Think they’re for fresh vegetables, only need to be chilled. Might ask next time down there.

Yep ... As mentioned above ... More for chilled freight or stuff that needs a more constant, but not totally frozen, temp.
I've towed quite a few over the years on both temp controlled and normal general freight use ... They are a f#@$in pain it slide open and shut ... Especially when a bit worn ... But ... They are great in very windy conditions LOL ... No chance of the curtain flailing around in the wind.

Cheers
