I'm thinking that is Kurt Johnannsen Diamond T's and ex army trailers he stretched out
Guessing the other trucks maybe Army but are more likely local blokes shifting gear with ex army trucks

Yes, probably SEC cars. The SEC was building a hydro power station at Kiewa. Bert B at Yarra Junction had one of these 39 Dodge cars years ago, the rectangular shaped headlights would be hard to find these days.
One of our club members told me worked at the SEC base at Kiewa just after the war, his crew were issued a brand new Chev C15A Blitz. Alf said, every Friday evening, they would all jump in the truck and push the throttle to the floor and head off to Melbourne for the weekend. Alf said, after a few months of this thrashing , the engine was stuffed .

The blokes walking around are not in army uniforms, so your probably correct.
