Paul, Queensland court defined a semi-trailer as having the coupling above and not behind the rear axle centre line.
Back in the day when un-speed limited semi-trailers were only allowed to do 90kph, a fellow driving a car carrier got done for exceeding 90. He argued that his combination was a truck and pig, not a semi-trailer, as the prime mover carried three cars and the trailer was a Bartlett ball. He won.

I reckon your probably 100% correct
I seem to recall reading about road train body trucks having a similar result in QLD and as a result the QLD government wouldn't allow any fresh road train body trucks in QLD
This would be in the 80's I feel
