Just noticed the bottom 4 bolts are attached to nothing but I suppose it is a good way to carry your spare washers.

The bottom two allows it to be lowered, so it has three positions.

I know that but they are doing nothing here, normally they would be empty holes - why fill them up?

Two? I count three!
First one shows a good way to get firewood home.
Second one The sign "Disabled" says it all.
Third one - what does the dog do for a lead while you have his chain and clip on the trailer? The dog chain clip will not fit in to the hole to the right of the towbar so there is no other choice.
