It was used to tow 3 trailers with seating to ferry tourists around the siteMore thinking..... Still can't find any expo 88 images with it. Maybe is was used in one of the parade floats?

With help from the Australian Electric Vehicle Association people I have narrowed it down to the FN logo being English Frazer Nash company. We still have not found this exact model.
After reading this Sydney Morning Herald article you would not touch them with a barge pole if you were in the market for a new one. Maybe they have improved since the Sydney Olympics?
