Possibly a sewer jetting truck with perhaps a PTO drive, which might then have rotating shafts when truck is stationary, in locations other than where you would ordinarily expect a shaft???

I remember many, many, many, moons ago, when air brakes were relatively new on trucks, you could buy a sticker, " AIR BRAKES, IF YOU CANT STOP, SMILE AS YOU GO UNDER"

Here's a pic of the new rule book. It tells us how to secure loads on trucks, some of which I don't agree with IE no load restraint is required with a Skid Steer in the back of a 10 mt tipper.
