There is a way round this.Most are familiar with the old Anderson steam cleaner.You make a bigger version ,called a monotube boiler.Cant have more that a few litres internal capacity,with no pressure vessels attached(such as steam/water separators),then you dont need registration,or a ticket,same as a steam cleaner.Pretty difficult to fire with wood though,needs a clean burning fuel like kero,or diesel.Wont run by itself,must have a pump going continuously feeding water.The other option is a very low pressure system that qualifys as a hot water heater.Check the rules on this,but once you were allowed 28psi max pressure.Check the rules first,no warnings these days,all revenue raising.
