May be a Fowler crane , these were built on IH tractors or maybe the whole machine was imported

I think Fowlers might have held the agency for Steco. Fowlers was later bought out by ISIS and became part of IH. There was a truck suspension called "Tandamtrac" or suchlike that Fowlers fitted.
