Put a length of chain attached to some tie wire through the filler hole, add a suitable quantity of kerosene, chuck the tank in the back of your ute and drive around for a few days. Alternatively grab a helper and shake and rock the tank around so the chain does it work. Have used this method on jerry cans and ferguson tractor with good results, hope this helps

Put the filler cap back on...then lots of shake and roll..."earmuffs for this bit"
Tie it to the bowl on your cement mixer for a bit...???
The stones will leave the inside all shiny and clean..
Then ya just gotta get it out...
the bigger the stones to easier it is to know when ya got it all out.

Cleaning the rust is easy, but preventing reoccurence is the hard part.
A lot of larger fuel tanks are baffled inside, which makes it hard to use "mechanical" cleaners effectively.

There are some chemical treatments like POR15 which claim to dissolve the rust, and sealers to prevent recurrence.

Now ... to find all the vehicles I might wanna buy in the next 10-20 years .... and go fill up all the tanks ...
Easiest, although not cheapest ... fill the tank with white vinegar and let it sit for a couple days. rinse and the job is done
Be it firearms or V8 engines, the question is not "why should you have them?"
, but "who are you to demand that I justify them?"
