I am not sure on current regs here, but....back in the '70s-'80s. We had the same rules.
If it had a 5th wheel it was a Class 1, Artic, Prime mover. But if it was new on delivery to dealer with no coupling fitted, it could be driven on a car licence.. By anyone over 21 years old.
My friends father was a delivery driver and he used to regularly drive New Leyland artic units, from the factories up north, all over Southern UK on a car licence. On the famous UK trade plates.

Happened near Wangaratta in VIC ,The truck he got his licence in had a turn table on it with a tray over the top ,I did mine in the same truck , The truck he was driving has a tipper body they put on sometimes as well the only reason the body was off it was to get some repairs done

On the fifth wheeler, car license unless they are real big.
Bit like standard caravans, reckon there should be a license requirement as you see way too many mugs who do not have a clue about towing or road etiquette

The combination of tow vehicle, hitch and fifth wheeler represents a small semi-trailer outfit with all the attendant advantages that this style of towing offers. Because the unit is in effect a small semi-trailer some people have suggested that you need a special licence to drive the unit. This is not so and you can rest assured that an ordinary C class licence is all you need. A C class licence permits you to drive a motor vehicle up to 4.5 tonnes Gross Vehicle Mass (GVM) plus a trailer of not more than 9.0 tonnes GVM. Under these weight limits the method by which the trailer is attached to the vehicle (assuming an approved coupling is used) has no bearing on the type of licence needed.

Ok this is only my very biased point of view...
I reckon you should FIGHT this, and don't let it pass..
In my humble and uneducated opinion, this is one of the things that is wrong with our country. We've allowed this ridiculous, heavy handed "I know whats right for you" rule first, and think second, bureaucracy to becaome the dominant part of our lives. We all look back and wish for simpler times, but we ALLOW this sort of petty stupidity to continue.
The "rule" has become more important than the "reality".
So if we don't start fighting this garbage soon, it will be too late to EVER fight back. matter of fact, it's probably too late now. But you should still fight, and fight it hard. Don't let them have the easy victory of just paying the fine, because it only encourages them, and prepetuates the stupidity of the whole system. And THAT, is just plain wrong.

Just had a look on the QLD transport site .Says "Note you can not do your test in a 3 axle Prime mover "

I think the reason you can't do a HR licence in a prime mover is because it needs to be 75% loaded to do the driving test, I wonder how many are driving prime movers on club plates with a HR licence

I guess the point of difference there, is that the 75% loaded requirement is for license testing to get your HR brief, whereas if you already have that license and it's a bobtail prime mover........

In 2003 when I did my HR licence in Victoria one of the things I had to know was that I could not drive a prime mover although I could drive the same truck if it had a body on it. I never got a reliable answer as to why.

Eg my AR162 is rated at about 9 ton gvm rigid and 15 ton as a semi. So with the body on it you can drive it on an MR licence and no work diary. Take the body off and fit a turntable and I am not allowed to drive it and it also requires a work diary.

It gets even stranger. I can hook up one of those trailers in Swishy's post to one of my utes and the wife or I can drive it. Hook it onto the inter and you need an HC licence!

Having lived through a pandemic I now understand all the painting of fat people on couches!
