One or the queries came up with when trying to answer Mrs. Macks was how do you redo the eyes on a leaf spring?
Bloke on you tube makes springs up from scratch, much bigger than mine, puts the end of the leaf in a portable gas oven, heats about 10 inches of the end until glowing, rolls it around in a bender.
Doesnt show what or how he does in the cooling down process or how he quenches it!
Nother bloke shows how he cuts the elongated ends off those sliding leaf spring ends and rolls them around a bushing, does it cold in a press, dont know how that goes!
No one up here in Central Vic redoes leaf springs anymore, best I could come up with is Pedders Ballarat, dismantle the existing springs and they send them to someone in Melb, prolly Carrolls or someone

Have you tried Wangaratta Springworks in North East Victoria.
Have watched Pakistani truck on YT re setting old springs and making new sets the way you described.
It's a similar use of the forge the way I was taught as an apprentice (we had to re sharpen and make our own heat tempered chisels)

Unless you have a yard full of old springs (which I did have) ,and can find a piece of spring long enough ,then basically you will have to buy a new leaf anyway...............although a wrapper may be able to be reworked into a main leaf.............but again you need some spare springs ...............the reworked leaf will have to be hardened and tempered if its been heated red hot.

Rang Wangaratta spring works first thing this morning, reckons only way to do this properly is make up new main leaf from scratch, costs $180 per spring( need 4 done), take them up as is, they strip them down and call when ready for pickup.
Be a once only so am thinking be prolly worth getting done

Perhaps check new spring assembly prices with The Trailer Factory or another supplier. Paid about $85 each in 2010. 60mm wide, 7 leaf, 6.5 mm thick.
Another possible source, Swift Harding Caravan Repairs replace these suspensions with the independent type. They may have spring sets and other parts to sell secondhand.

A source of springs these days is from the people who buy 4WD utes. First thing they do is substitute 2" lift rear springs and the new factory originals go on the shelf and can be bought for a song.

For a light vehicle ,I wouldnt be surprised if you couldnt weld eyes on to the springs using a 310 or 312 stainless rod. and preheat..........and as mentioned ,import trailer springs are cheap as dirt..............Id also look at a Reyco 4 spring suspension .......no eyed springs,all slipper ends and 4 track rods........much simple than what you are doing ,and Id think the trackrods could be made from a couple of old truck steering tie rods............or even simpler use cheap rubber bushes meant for ute springs.
