Swishy - Looks a whole lot like a service truck to me, not a water cart.
It's pretty bad that we have such a gutless bunch of pollies, that not only do they let the Chinks dig out all our minerals .. they let them build every single thing for the project, in China, and then ship it in.
I could well imagine how the Chinese would let you do that inside China. We wouldn't even be allowed to own anything more than a minority stake in any Chinese mine .. and you wouldn't be allowed to import a single Australian-built item, that had anything to do with the project.

The Sino Iron, iron ore mine and port at Cape Preston is one of the largest current, new mine projects in Australia. It has a capital value of US$3.5B, and comprises a huge mine, a new port, a 450MW power station, a massive desalination plant, and an ore processing plant to turn the iron ore into iron pellets, for easier steelworks furnace feed.

Some more pics below, of the mining equipment at Cape Preston. Those all-electric drive L2350 Le Tourneau loaders are real monsters.
The service truck is a Terex MT3300. Terex Mining have made a lot of inroads into Cat sales in the mining dept, and they must have been a real thorn in Cats side.
However, Cat have fixed that thorn .. by buying Bucyrus Mining .. who bought Terex Mining a couple of years ago. So now, Terex is a Cat subsidiary. Clever, eh? If you can't beat 'em, buy 'em up ..
