Looks like an ACCO cab on a Pommy lorry, those axles look like AEC or similar.

...looks like it's set up to cart two 20's or a 40'....might it have been something to do with the road/rail transfer ?
...the "Acco" may've only been an expediency for the rear steer to work properly, with some of the weight being certainly well forward ....hence the twin steer ??
