I've got it figured Swishy. If you just chop out some of the big words, the complicating detail, and anything you don't understand, you get

"When the driver applies the foot brake .........................................................................
...............................................................the vehicle comes to a stop."
Nothing else maters does it?

Swishy, Bendix is just Westinghouse, page 67 explains all the goings on and acquisitions.
So if'n you're driving a bit of Yankee iron, then the brakes work as what you'd expect them to do.

NO AIR = NO GO.

Now if you're drivin one of them brands like " boys ", then NO AIR = ALL AHEAD, FULL STEAM, 'EF' YOU, I AINT STOPPING.

By the way, why didn't YOU read the bloody thing ?
Page 28 is the one that's got the good info, the rest is plain BORING.

Agree its a boring read but its damn handy when you have a valve in one hand and a handfull of air lines in the other. :-[
