Zuffen, The main reason why the belt is run crossed is;
you get a more positive drive because the Belt is contacting a greater portion of the Pulleys (IE less belt slip)..
but you have to turn the engine around as well because the direction is then reversed...

Zuffen,, What seed's said and also stops most of the flapping of the belt

The hooks are for the attachment of chains. As the tyres are smooth they had little traction when there was a shower of rain. Like most of the big Inters of the time the Model 63 (3 ton) had pneumatic tyres as an optional extra.
