Looks to be a rust free guard, I'd have a go at banging it back into shape. Pull at the crease perhaps and see what happens. ![:) :)](/media/kunena/emoticons/8.png)
EDIT - Cancel my suggestion. Just had a look-see at my 46 Ford and see there is minimal inner guard support to hold against a pull. Head scratch time...

I'd be getting a large Press a couple of sturdy short boards and a few blocks of wood. Two guys holding the guard and one operating the press and get it into panelbeatable shape............seen it done.
