G'Day All,
Jeff was first with the answer and also the only one who got it right. What you see is another piece of obscure Israeliana, one of a few Leyland Royal Tigers built as trucks by Leyland Ashdod. No, they would not have held much in the way of weight but the thought was they would be used to carry bulky (read: tall) but light items, like plastic containers etc., which would have not been possible with a "normal" truck (because the chassis was significantly higher). I don't know whether there was any difference between the Royal Tiger "truck" chassis and the one used for the bus/coach; engine was the usual 600 unit with Wilson 5sp preselector box. The cab was a modified (Israeli) bonnetted Super Beaver cab.
Other than the above, some bus cooperatives converted old Royal Tiger buses into trucks to transfer recon engines/boxes/axles/tires etc. between bus depots - here's two such Egged concoctions with cut & shut bus bodies (pics from Egged's site):
They also converted some into mobile workshop/recovery vehicles...
