I would be surprised if it is a production model. It looks like a small run by a body builder. Not a one-off, because there is another one in the background.
It is right hand-drive, so that would tend to eliminate USA build, but the only car in the picture is American.

It just MIGHT be an export order built on one of the small International van chassis from the 1950'/60's. The wheelcaps (hubcaps if you don't know the difference) look almost English, Morris, etc. but not quite.

I dunno and the weather is too cold to drink beer anyway. (The red wine is not kept in the fridge)

Nuther WAG, something made by AM General in RHD for US and Canadian postal service for roadside parcel delivery?? But door on LH side halfway along body may throw that idea out with the dishwater??
