Having lived through a pandemic I now understand all the painting of fat people on couches!

There is a reason you can't find it (or probably others) on the VicRoads database.
If you look at the number plate you will see 'Club Permit' on the top of it. It is officially an 'unregistered Vehicle Permit' that lets eligible vehicles that meet other criteria on the road up to 90 days a year.
As it is an Unregistered Vehicle Permit it will not appear on Vicroads registration database.

and to answer your question. The Bedford was built in 1949 but not registered until 1950. It is a 2 owner, 1 family vehicle with the truck being purchased new by the current owner's father
