Possibly to house the press stud button and feed them into the machine.

As good a guess as any. Don't think a sewing machine as there is no pick-up on the bottom for the lock thread feed.

I think that is likely but why all the complicated apparatus to feed one half when the mating section has to be placed by hand. What about eyelets of the style that just fold over on the back without a secondary plate. I seem to remember them looking like overgrown split rivets used on brake linings.
