What is this device?

He drove me insane, like listening to a woman explaining something. 

I am not convinced that is the function of our mystery device which seems far more complex than his simple rivetter. It certainly is a rivetter, eyelet or fastener device but for what and how do all the bits and bobs operate.

This is a totally pointless exercise but I am determined to get to the bottom of it and suffer missing an episode of "Days of Our Lives"

my first thought was a riviter of some description as well 
but all those extra bells and whistles are there for a reason, no idea what though
