Surely its impossible for both of those wheels to come off like that at the same time. They're just doing some kind of work to it but saw a good photo op.

Unless it's very urgent work there are rules about working on loaded trucks. Loaded trucks are also (or should be) parked up away from empty trucks due to possible shifting of the load ... or a tyre blowing (which I had happen to me once). Safety first.

I am obviously no expert but i remain suspicious. What if they were doing maintenance and then they filled it up as a joke. There's an excavator right next to it in one photo. Maybe the rules aren't as strict in South America.

The 797's have weak ball studs on the track rod .. and they break on regular occasions, if maintenance is neglected.
When a ball stud breaks, the front wheels splay out, the front end drops, and the whole 600 tonnes gross weight is thrown forward onto the front axle .. usually around 60-65kmh.
The design of a two axle dump truck means that when the front end drops, more than half the gross weight goes on the front axle. Add in the weight increase created by several G's of rapid deceleration .. and the end result is wheels busted off, at the very least .. or the whole nitrogen suspension units, ripped off the chassis, as has occurred in this case .. :'(
There are plenty of these types of major FU's in mining .. many pics just don't see the light of day, due to mining companies refusing to let them become public, to keep up the good company image .. :
Swishy - There are no "minor humps" .. or any humps .. in haul roads. Haul roads require and get, extensive planning in their design and construction, with routes, slopes, compaction and drainage being as high on the agenda as your average freeway. A poorly engineered haul road costs a lot of money over a lengthy period of time, if it leads to accidents, reduced production, or any form of danger. Compaction is absolutely critical with haul roads, and Cat go into reams of advice about the difference in productivity of even just a 2% difference in compaction.
Hofmann - The excavator is being used to unload the truck, probably because it's no longer able to be started to dump its load, due to engine/drivetrain damage .. and the tipping angle in that position wouldn't allow it to be properly unloaded anyway.
