Have used the washer/nut and weld trick many times, just did not want to mention using it around a crankshaft while still in the engine.
I would still drill the bolt first, it helps the bolt shrink when welded and if you do have to Easy-out it they are normally damn hard to drill after welding

The old Indian rope trick. Brilliant.... just make sure it's on TDC and the valves are closed

Drill the bolt as suggested then run a weld or two along the drilled hole , followed by the washer method as previously
mentioned.

Many moons ago.
I had to get a nut off a hydraulic ram shaft that had been Loctited on.....
it started to move ,then after heating with the oxy , it just locked solid....
and wouldn't undo with one inch drive sockets ....so I had to cut it off with the oxy.
so............ in that era ,heating Loctite really glued things together...........
