Does anyone know what the axle and wheels are used for on the rear of the agitator truck?

I've seen them up in the air but never lowered and whilst I assume they're to place concrete a distance from the truck I just don't know how it works.

It is to do with the load / weight distribution rules in some states of America. Generally they are only down and in use when the truck is fully loaded and in states that require them. Also they appear to be raised for tight turning or as in these pictures during loading and unloading.
