My vote for the Steepest bit of road would go To
1) Camberwarra Mountain, (the valley side) The bit from the Old School to the Top...
2) The hill Between Bunnan & Scone.(in the hunter valley)
3) Mt Victoria.
4) The hairpin at the Bottom of Scenic Hill Out of Lithgow..

The road up to the Telstra towers at Alice Springs. First gear all the way, and more than one driver has had to bail out. There is a machine of some kind that went over the top years ago, and is still halfway down the hill on a ledge.

Red Hill Road at Telegraph Point nsw north coast.
Coxs gap on the sandy hollow road and Growie Gulch on the same road between Bylong and Kandos.Gowie gulch was all dirt in the early eightes and very narrow with only one spot u could pass another vehicle coming the other way.Also it was 5 ks top to bottom.

I used to be up and down thru the valley 3 to 4 times a week and the pass, valley side of cambewarra used to be 3rd gear middle range with a 15 direct at the steepest pinch on the last section to the top 400 cummins with the horton on,the last truck i went up there had 4 bag airbag, constant driveline vibe the whole way up asume because of the driveline angle with it stretched out and dog swinging of the back no room for a bad change up there

By 'made' do you want surfaced, or does gravel count?
There are some steep suburban streets in Doncaster (Melbourne Vic.).
I was at a wedding once where the bridal cars had to get to an Eltham-Research property at the top of a ridge, accessed by gravel road. They were 1920s Morris Cowleys, and failed the ascent, then tried for an alternative route, and got lost. At the church, the organist had played through the full voluntary twice, and the groom was a shade of bilious green.
When I started skiing at Mt Baw Baw, cars had to park at Neulynns, then people caught 4wd midibuses to a chairlift base. At the end of the day, I would ski the road back to the chair base. When the road was surfaced, the chairlift was removed, and cars drive the whole way to the top, and without chains on most days. IIRC I could do it in second gear in both the Commodore and the Subaru, so the problem must be ice rather than steepness.
What is the grade up Jacobs Ladder to Ben Lomond (Tasmania)?
I once headed up a 4wd track off the Walhalla Rd: Mormon Town Track, signed '4wd only' to which someone had added 'and VWs'. I had a VW Beetle, but did chicken out in under 1 km.

Went up it a few years ago in my old HK ute (186 motor) it the only time I've had to jag 1 st gear to get up a hill.

Used to be a skinny street that went from Breakfast Creek Road up to the back of Cloudland.
Was been told it was a cable tramway back in the war years ???
Had to rescue a lady in a 120Y once, not enough grunt even in 1st gear.
Can't find it on Google Earth as it's all re-developed.
