Looking at the image I think it is in this situation as the loading ramp on the float is part of the way up, so it is in a perfect balance to load.

Could also be rehearsing for those old dare devil drivers at the showground. Makes them boys on motorbikes and ramps look like beginners.

Cobbadog beat me to the reference to showgrounds daredevils on bikes and also in cars up on two wheels.

I think the dozer driver must be re-enacting scenes from the old Flintstones TV cartoons, where the waitress puts a Brontosaurus burger on the side of the car and whole car tips over!
