I think we have two separate considerations with these regulations.

1) Vintage and classic vehicles that are or appear to be completely original (despite any underneath improvements). Your chances of being pulled up if you are doing the right thing like not driving to work every day or doing commercial loads in your truck are about as close to zero as you can get.

2) All hotrods as well as vehicles based closely on vintage and classic vehicles with obvious modifications such as lowering, wide wheels and flashy chrome and colour scheme are certain targets with a very high probability of them finding "something".

The problem those in states having club inspections face is inconsistency not only related to the competence or lust for authority by tiny minds but between individual clubs interpretation. We could see a club with good sensible inspectors focusing on safety while other clubs are being destroyed by someone focusing on the illegal fitting of a CD player.

Trying to legislate to fine detail can only end badly.
