In Victoria the answer would be yes if your vehicle is over 12ton GVM. No exemptions based on permit or other wise. Only on the GVM.

Yes in NSW (if over 12t gvm) & over 100 kms (in radius) from your vehicles garaging address/base.
This base must be written in the front of your work diary.
The new style work diarys are about $20.00 from memory.
