Having lived through a pandemic I now understand all the painting of fat people on couches!

The rules about seatbelts and children also apply in Victoria but our rules about fitting them are:
to be legal a seatbelt or child restraint mount must either be
- a factory fitment
or
- have an engineers report - regardless of the age of the vehicle.
These are the roadworthy requirements and the fitment of seatbelts does not exclude a vehicle from our "Club Permit System' providing the club through which the vehice is registered agrees.
I have seen some stupid setups in the past before the latest rules where people had put seatbelts in 1920's cars for their kids but the bodies were so flimsy that all it did was ensure the kid got squashed if there was an accident!
The AOMC is trying to raise the issue down here to try and come up with some compromise as fitting seatbelts to vintage or Veteran vehicles doesn't automatically make them safe

Many cars were retro fitted with seatbelts during the 60s and 70s that did not have factory mountings. This was done with the encouragement of the government of the day, seatbelt manufacturers supplied kits/ instructions and these seatbelts no doubt saved hundreds of lives.
