Looks to me like a gadget for cutting long strips( belts/reins) out of leather......

I'm with hayseed. It cuts sheets of things into strips, variable width to about 1" - 1.5" wide, adjustable thickness.

Could be to make rubber, cork, gasket or plastic strips.
