Methinksthat to, n seems yur closer than most .
Every picture tells a story specially the one with the clear line down the side and the next one with the two sheets cut n one laying on top of tother.
Take a good look at them rollers peepl, ones got a ridge and the others got a groove to press into it.
Brass ? and with the bearings inside
pinned in from the ends and a lock screw on each side.
Just like an old swaging tool adapted from the three roller pipe cutters tool for joining hydraulic hoses made from bits in an rush outbush job.
Well made /knurled lock screw/ all steel ? toody??? = -1 There`s no tool like an old tool
Looks all new ish and clean in the "background" <who said the ?. :-X> like Renaults happening in the home.
I will go with vinyl tile or lino cutter.

.I'm with hayseed. It cuts sheets of things into strips, variable width to about 1" - 1.5" wide, adjustable thickness.Looks to me like a gadget for cutting long strips( belts/reins) out of leather......
Could be to make rubber, cork, gasket or plastic strips.

Seems Like it is meant to be fed from the hand held end side by the feed in guide shape.
The rollers might be meant to leave a beveled edge more on one side than the other, pics not clear enough to tell.
Why brass rollers ?, not for working anything hard, wont stay sharp for long,
Meant to impress or mark an absolutely straight line on some thing soft , not to cut
My best guess back to sewing <who said that ? >but for preparing leather to be sewn , leaves an impressed line to bury the stitches in the leather, A saddlery or boot makers /leather working tool.
Leather workers don`t use steel tools possibly they are too prone to corrosion from the tanning chemicals.
Lizard Ring Barcker :'( :'( Would be one awful skinny lizard to be dragged through that thing <kickn and screaming >
Give up and post an answer, or a link to the site it came from.
Its not for rolling shotgun shell crimps.

Looks like a gadget for running a trim line around the edge of a saddle flaps
Shape of handle bit doesnt look like it'd be a tool that requires much strength to operate.

I think there is some Important Bit/s missing. It is not Handheld, working something reasonably soft and it marks Lines onto the Material.
In other Words I dunna know.

Be it firearms or V8 engines, the question is not "why should you have them?"
, but "who are you to demand that I justify them?"
