I reckon this photo was taken before Dad enlisted so I'm guessing around 1939/40. Nifty little Cat though.
Looks like an RD4 or early D4

You can't have too many toys!

Your bringing back a few memories for me now overlander with this Highways Department post.
Back in the early 70's I decided to work at the Highways Dept during my 5 week post Xmas break from Chrysler (was a last-minute thing to grab some extra cash towards an upcoming honeymoon). The things we do for our other halves! 
Anyhoo, here's a few photos of a Bedford dual cab tipper in Highways Dept Livery, minus the red capital "H" inside a white Triangle logo on the doors. (see photo 3 for ref)
Spent a few hours in one of these patching roads around metro Adelaide during those 5 weeks.
I reckon roads got fixed much quicker in those days with numerous manned & equipped depots scattered around town, now it's all privatised & our roads are like goat tracks in places!
