Becuase the flap isn't moving?

If this is the case, have you also considered other things? eg:

1.  A jammed up air cylinder?
2.  bound/bent flap shaft?
3.  enough air pressure?
4. even a rusted flap to the casing?

In mine, (aftermarket electric one for the Bedford), it had stainless steel bushes and they were binding in the carbon.

I took the solenoid off and tested it with my compressor (100psi) and 25.2 volts (two 12v batteries in series)
I could hear a "Click" sound when powered but no air came out.

Yep, definitely needs replacing  (or pulling apart and cleaning....  may have just collected some oil and gunk that is jamming in the air side.  Carby cleaner squirted in the air ports??)

Diagnosis is done in a sequence of steps that follows the functionality. OK, so you hear the solenoid clicking, which means that the electrical side is good. Next step is to check that there is air getting to the valve so undo the air connection and air should come rushing out and if not you need to work back from where the air supply is coming. If air supply to the valve is good connect it back up and undo the air outlet - air should come out and stop as you operate the control. If not the air side of the solenoid valve is at fault and should be replaced. If the valve is working as it should reconnect and move to the air piston which operates the butterfly in the exhaust pipe. Disconnect the linkage - does the piston work, if so it is now down to the mechanical butterfly which as others have said may be offering so much resistance that the air piston doesn't move it - in which case dismantle and clean.

That's just what I've done. Hooked it up to my air compressor and could hear it clicking but no air came through.
Time to replace the solenoid.
