You'll always have problems with cast iron slaves. They rust and then the rubbers tear on the rust.
Master cylinders are the worst because the rubbers tear when the pedal is pressed to the floor during bleeding.
The only long term solution is stainless steel sleeves.

One of the spare cylinders looks good, only a broken vent. No problem, we have a lathe and drill string.
The other one I'll put in a few new buses, no time right now.
And indeed, that iron rusts in front of you, so I'll keep an eye out for stainless steel. All right, after that the truck is as good as sold.

You can with care remove broken drill bits. You can try LH drill bits in a hammer drill. Take it to a shop that does spark erosion which is the safest or make a tiny slotting chisel and start trying to shatter the broken bit.

Bedford wheel cylinders should be relatively cheap and plentiful. I think it would be better to purchase new cylinders rather than spend mony and effort on old cylinders. Many car/truck spare parts shops in Britain will have new cylinders.

Yes I know, but I live in Cape Verde and always problems with delivery out U.K. And not realy cheap! But the test shows good results, no leakage at this moment.
When I have time I can change the liner by expert machinery, I have now two for spare.

I have brake pressure but I don't think it's enough. I tested the output pressure and it didn't get past 20 PSI, with no booster. This seems clearly on the low side, but the master brake cylinder is brand new.
What could be the cause?

From a Girling brake repair manual:
For the same amount of force, the smaller the master cylinder, the greater the brake line pressure. Typical brake line pressures during a stop range from less than 800psi under "normal" conditions, to as much as 2000psi in a maximum effort.
