Thanks Swishy. He has stopped at a $Volvo$ service centre. They reckon it is the "shuttle valve" and they have a kit they put in it. This one is synchro by the way, not that I imagine it makes any difference to that behaviour.

All fixed. Kit in the shuttle valve on top of the box.
