Morris, I'd say the lowering blocks were added without removing the axle or disconnecting the brakes.

It isn't a hard error to make as you just need to miss looking at the back of the axle when installing the U bolt.

It was probably done in the driveway with the car on a scissor jack.

They obviously did not bleed the brakes after putting it all back together.
